Roy studies with a famous scientist whose research could be used by the military in a big way. His secrets are tattooed to his daughter, Roy joins the military, later Riza joins, etc. They become effectively part of whatever the Criminal Intelligence Agency/SHIELD counterparts exist in this AU world. They’re highly trained near super soldiers and they go in where no one else can.
Riza understands how dangerous the information tattooed to her is after witnessing Roy use it to help take down an entire Government and it gets removed.
This is where things would diverge.
Their work forces them more and more into spies work, they build a team, they go under cover but they realize as time goes on and recruits are made that the government they’ve been servicing is incredibly corrupt. They see the option to become double agents — and don’t take it.
The problem, after all, with demolishing a government structure with espionage and state secrets is that the civilians and citizens will suffer from the social-political collapse as well. Instead of becoming double agents for a different government, Roy and Riza start to try to make things right from the inside.
They work carefully and quietly and with a lot of help. They start ruining attacks, toppling operations, leaking the right kinds of information at the right times. Funds disappear overnight. Corrupt officials lose their seats of power, vanish, or are caught in public participating in highly illegal activities.
People are dropping slowly, and Roy and Riza are being watched. They’re so far deep in that they can’t turn back by the time they realize the President himself is leaking state secrets to their enemies. They’re also too good at collecting intelligence to be fired outright, and yet the higher ups can’t quite shake the feeling that two of their best are working for someone else.
Of course it’s much worse than that.
One morning, Headquarters realizes their security system has been breached, state secrets have been stolen, and Mustang and Hawkeye are gone.
They’re not just spies — they’re free agents, and they could be anywhere.
